Ahmad Khan Rahami, 28, was arrested on Monday after a gunfight with police in New Jersey.

A federal law enforcement official told USA TODAY there was no immediate indication that the two men had any involvement in the terror plot.

Investigators have said the two men are being sought as witnesses, not suspects.

Meanwhile, Rahami's wife, Asia Bibi Rahami, who left the country shortly before the bombings, has been cooperating with authorities in the United Arab Emirates and is expected to return to the U.S.in the coming days, the official said, adding US investigators will seek to question the wife when she returns.

A journal that officials say was found on Rahami contained anti-American writings and praise for well-known terrorist figures including al-Qaeda leader Osama bin Laden, American-born al-Qaeda cleric Anwar al-Awlaki and ISIS spokesperson Abu Muhammad al-Adnani. The men may have had no idea that the device they removed was an explosive that could have killed them.

Describing Rahami's actions "premeditated act of terrorism, " Bharara said Rahami would soon be transferred to NY to face the terror charges.

The bombing investigation began when a pipe bomb blew up Saturday morning in Seaside Park, New Jersey, before a charity race to benefit Marines. No one was injured.

The suitcase was left at the location on 27th Street by Rahami just minutes before and right around the time that another explosive device detonated on 23rd Street, injuring 31 people, according to a criminal complaint filed against Rahami.

Late Sunday night, five explosive devices were discovered in a trash can at an Elizabeth train station.

The images come one week after federal prosecutors charged the Afghan-born man over the NY and New Jersey bombings with four counts including use of weapons of mass destruction and bombing a place of public use.

The individuals are wanted for questioning.

The FBI appealed for the public's help Wednesday in locating two unidentified men who removed an explosive device from a piece of luggage planted just a few blocks from where a separate bomb detonated Saturday night in NY, injuring 31 people.

Students at the school wrote get well cards for Padilla and officer Pete Hammer, who were both hurt in Monday's shootout with Ahmad Khan Rahami.

Crime scene investigators work at the scene of Saturday's explosion in Manhattan's Chelsea neighborhood, in New York, Sunday, Sept. 18, 2016.
