Google Settles Out of Court with Russia Over Android

Russian users didn't have the option of changing to a different search engine on those phones.

In August 2016, FAS fined Google 438 million rubles (over $7.8 million) which was part of the settlement reached on Monday.

Google "will be obliged not to restrict pre-installation of any competing search engines and applications" on its Android operating system in Russian Federation, the Federal Anti-Monopoly Service said on its website on Monday.

Yandex's chief executive Arkady Volozh declared the settlement "an important day for Russian consumers".

The suit followed a complaint from Yandex, a major Russian search company, which is one of the biggest winners of this settlement. "Smartphone manufacturers will also have more freedom to select the apps that they preinstall on devices".

She previous year claimed Google required other smartphone makers to pre-install its search and browser apps and that it also stopped them from selling devices running on competing operating systems and claims that they were handed "financial incentives" by Google to put only Google's search on devices.

As part of the settlement, Google will not be able to insist on the exclusivity of its own apps on Android devices in Russian Federation.

In addition, Google has promised to develop a tool to make it easy for users to change their device's default search engine. This included the exclusivity and priority placement of Google apps as well as the provisions limiting installation of other developers' apps and services.

Google has promised to allow rivals' search engines and apps to be pre-installed on phones running its versions of Android in Russian Federation. The agreement was signed for six years and nine months.

Google will also develop a new Chrome widget for new devices as a replacement for the standard Google search widget on the home screen.

"Rival search engines and mobile operating systems have not been able to compete on their merits".

At the same time, Google will by no means limit or impede pre-installation of other developers' applications on the users' devices.
