He added that Japan needed to apply pressure on Pyongyang to "seriously respond to a dialogue" with the worldwide community.

China has close economic ties with North Korea, despite United Nations sanctions, which is why U.S. President Donald Trump went out of his way to woo the Chinese leader, Xi Jinping, in recent weeks.

But at the same time, McMaster said on "This Week" on ABC that "it's time for us to undertake all actions we can, short of a military option, to try to resolve this peacefully".
