The US-led coalition supporting Iraqi forces said they were rooting out a "handful" of militants in the Old City.

In a message to Iraqi Prime Minister Haider al-Abadi, Ayatollah Araki hailed the liberation of Mosul from "the claws of the Daesh terrorist group" as the end of the sufferings of the city's people at the hands of the stooges of the colonial powers, Zionists and reactionary states in the region.

President Donald Trump says the recapture of the Iraqi city of Mosul from Islamic State militants means that the group's days in Iraq and Syria "are numbered".

"Our victory today is a victory over darkness, a victory over brutality and terrorism, and I announce here... to the whole world today the end and failure and collapse of the mythical terrorist Daesh state", Abadi said in a televised address from west Mosul, using an Arabic acronym for IS.

The BBC's Basheer Al Zaidi in Mosul later said exchanges of gunfire and explosions were continuing to come from the Old City, and that helicopters were carrying out air strikes on IS positions.

"We have another mission ahead of us, to create stability, to build and clear Daesh cells, and that requires an intelligence and security effort, and the unity which enabled us to fight Daesh", he said before raising an Iraqi flag.

Iraqi forces and the coalition failed to protect civilians, the report said. He also demanded that all violations should also be thoroughly probed.

Amnesty International is calling on the Iraqi authorities to establish an independent and impartial commission to investigate where credible evidence exists that its forces and coalition forces violated international law and make its findings public.

Iraq's prime minister has returned to Mosul and declared "total victory" in the fight against the Islamic State group there, though some fighting is expected to continue.

It also claims that Iraqi forces and the coalition replied upon "imprecise" weapons and ignored the "ever-growing toll of civilian death and injuries".

For more than two years before the Mosul operation began, Iraqi forces backed by coalition airstrikes slowly reclaimed territory that IS militants had seized as part of the group's self-described "caliphate".
