School District Funding Bill Comparison

Governor Rauner to Talk Education Funding in Rockford Monday

Flanked by Central Illinois Republican lawmakers, Rauner said he could not support the bill the General Assembly approved in May and he vowed to use his amendatory veto power to change it. Rauner objects to what he described as a "poison pill" provision that would require the state to pick up the employer's portion of teacher pensions costs for the Chicago Public School District, something the state does for all other school districts. Brad Halbook of Shelbyville and Bill Mitchell of Forsyth, and state Sens. The Senate margin is veto proof, but the House total is well short of the 60 percent required for an override. "I would call on Governor Rauner to join those governors". And, he wants those millions of dollars to go to districts that need them the most.

Gov. Bruce Rauner says he'll issue an amendatory veto of Senate Bill 1 to remove a pension "bailout" for Chicago Public Schools.

Speaking at event in Mt. Zion on Monday, Rauner demanded the Senate send the bill to his desk and urged school superintendents to not give into House Speaker Michael Madigan, whom he labeled a "tyrant".

The controversy for the bills comes from the extra money set aside for Chicago schools.

"Governor Rauner's stunt won't pass legal muster, and instead jeopardizes the opening for dozens of school districts around the state", CPS spokeswoman Emily Bittner said in a statement.

Democrats, not surprisingly, expressed anger at Rauner's words. "Instead of working with legislators to find a compromise, Rauner pitted one part of the state against the other for political points".

Rauner says that's why he needs this bill sooner rather than later.

"I am confident that the addition of Matt Besler to Governor Rauner's re-election campaign will strengthen the focus on the many ways in which Illinois' policies and political culture has hurt families and businesses", Ives said in the statement.

"We're going to make sure schools open and we're going to make sure that it's done on a basis that's fair for taxpayers across the state", the governor says.

Schools are starting to register students this week.

As districts across the state face the possibility of a delayed start to the school year this fall, Gov. Bruce Rauner and Chicago Public Schools are squaring off over what to do with a potential fix for the state's broken education funding formula. Those who have plenty of local property tax money would get less.

"We have a chance to make history and adopt a new school funding plan that, for the first time, ensures all school districts in IL are equitably and adequately funded. Think about that", Rauner said.
