Dunford reassures South Korean allies at Combined Forces Command

Reunification would raise problems for crime migration and other social issues

China, meanwhile, signaled a potentially important break with North Korea as part of worldwide sanctions.

The BBC's John Sudworth in Beijing says China has in the past been accused by the worldwide community of not working hard enough at sanctions enforcement, so these actions by North Korea's biggest trading partner are significant. The ban will take effect from Tuesday, China's Ministry of Commerce announced.

The top US military officer is warning during a trip to Seoul that the United States is ready to use the "full range" of its military capabilities to defend itself and its allies from North Korea. Mr Moon told the visiting top USA military official that there must be a diplomatic solution to the crisis.

Calling the U.S. -South Korea military alliance "an alliance for peace", Moon said that he was "confident that the U.S. will respond calmly and responsibly to the current situation".

They reiterated that the United States is "willing to negotiate" with Pyongyang and has "no interest in regime change or accelerated reunification of Korea".

He added that any changes to the US posture in the region will be made in consultation with the Japanese government - who are also under threat from North Korea. The US has about 28,500 troops stationed in South Korea.

The three-country visit is in "support (of) Secretary of State Rex Tillerson's diplomatic and economic campaign to deter North Korea" from seeking an effective nuclear deterrent, according to a US Department of Defense statement. The regime in Pyongyang always strongly objects to the drills, viewing them as a pretext for war.

The South Korean leader also promised a better future for the North should the latter chose what he called the right path.

The North's news agency, KCNA, warned on Monday that a conflict could be sparked with "a minor incident".

However, North Korea reiterated its threats, with its official KCNA news agency saying "war can not be blocked by any power if sparks fly due to a small, random incident that was unintentional".
