United States most likely to say Iran non-compliant with nuke deal

Iranian President Hassan Rouhani said the US demand for United Nations nuclear inspectors to visit Iran's military facilities were unlikely to be accepted by the nuclear watchdog.

Iranian government spokesman Mohamad Bagher Nobakht on Tuesday said Iran would not accept any inspection of its sites, and "especially our military sites".

The Iranian President also used the opportunity to discuss the 2005 Nuclear deal and address recent concerns regarding whether United Nations inspectors would be allowed to inspect Iran's military sites. Iranian officials have urged the International Atomic Energy Agency (IAEA) not to give in to the pressures from the United States pertaining to Iran's international nuclear deal reached in 2015.

"This was not an agreement between the two countries, I have repeated it time and again and I have the impression that we will need to repeat it time and again in the months to come", the top EU diplomat said in her speech to the opening session of the 2017 EU Ambassadors Conference in Brussels, Belgium, on Monday.

President Donald Trump has certified Iran's compliance with the JCPOA twice under a law that requires his administration to notify Congress of Iran's compliance every 90 days.

Iran has repeatedly contended that the U.S. demands for access to Iran's military sites are aimed at politicizing the JCPOA and that issues pertaining to Tehran's defense capabilities are non-negotiable. Moscow opposes any changes to the Joint Comprehensive Plan of Action on Iran's nuclear program and call on all partners to avoid unilateral decisions, Russian Deputy Foreign Minister Sergey Ryabkov said on Tuesday speaking at the 62nd conference of the Pugwash movement on Science for peace, disarmament, worldwide security and scientific cooperation.

Haley reportedly visited the IAEA's head Yukiya Amano in Vienna last Wednesday.

Rouhani, who was inaugurated to serve a second term earlier this month, said on Tuesday that the USA lacked any backing from the other signatories for its hostile stance toward the deal, and that the Trump administration faced "the most hard circumstances" in trying to upend it.

The Iranian president went on to stress that the Islamic Republic would not be the first to kill the nuclear deal, adding "yet, we will react accordingly if other parties to the deal show any lack of commitment".

That said, the deal is still a awful one for the United States, and it was never ratified by the Senate so it doens't have the legal force of a treaty.

Though former chief White House strategist Steve Bannon had asked him to draw up a plan to get the United States out of the Iran deal last July, the plan never made it to Trump's desk after Bannon was ousted.
