China echoed Russia's concerns, and said war on the peninsula would have "no winners".

Washington called the accusation "absurd" and warned Pyongyang to stop provocations.

Shin Beom-chul, a professor at the Korea National Diplomatic Academy in Seoul, said North Korea may be trying to "diversify its sanctions risk" by moving away from dependence on China to greater cooperation with Russian Federation.

Tensions have recently significantly risen between North Korea and the US.

Last month, Australian Defence Industry Minister Christopher Pyne confirmed the government was considering upgrading the navy's new air warfare destroyers to include missile defence shields after "very irregular behaviour" by North Korea.
