"We could see that it wasn't easy", Putin said referring to the traffic in the Iranian capital.

President Putin of Russia and President Aliyev of Azerbaijan both arrived in Tehran on Wednesday to attend the trilateral meeting of Presidents of Iran, Russia, and Azerbaijan.

"We discussed different issues in the sector of stability, fighting crime and terrorism".

"No one is paying attention to the Americans' rhetoric", Iranian Deputy Foreign Minister, Ebrahim Rahimpur, said ahead of the talks.

Tehran signed the deal with six countries including Russian Federation and the United States, but Trump last month refused to certify the agreement, drawing criticism from Moscow which slammed the U.S. president's "aggressive and threatening rhetoric" against Iran.

Putin also met in Tehran with Iran's Supreme Leader Ayatollah Ali Khamenei, who said that Tehran and Moscow need to step up cooperation to isolate the United States and restore peace in the Middle East, Iranian state media reported.

The European Union officials and the other parties to the deal (Russia, Great Britain, China, France, and Germany) have all urged Trump not to pull the United States out, as that could endanger the entire deal. Our cooperation can isolate the United States.

Putin's visit is also expected to involve discussions about Iran's cooperation with Russian Federation in the ongoing Syrian conflict.

During Putin's visit, Russian oil producer Rosneft and the National Iranian Oil Company agreed an outline deal to work on a number of "strategic" projects in Iran together worth up to $30 billion.

Leader of Islamic Revolution Ayatollah Seyyed Ali Khamenei said the effective anti-terror cooperation between Iran and Russian Federation in Syria, which has led to the defeat of militants fighting the government there, demonstrates that Tehran-Moscow alliance is capable of achieving common goals. As an example, Putin mentioned the North-South Transport Corridor, which "has already been tested, since previous year, the first deliveries began from India to Iran, Russia and further on".
