The Net Neutrality Rules to be Scrapped Off

FCC Proposes End of Obama Era Net Neutrality Rules

The Internet Association, a trade group with members including Netflix, Facebook, Google and Amazon.com Inc., said "This proposal undoes almost two decades of bipartisan agreement on baseline net neutrality principles that protect Americans' ability to access the entire internet". As has been discussed for months, if the new proposal is accepted by the FCC, broadband internet service will cease being subjected to Title II regulations and will return to an information service classification rather than a telecommunications one. The commission has five seats and the vote is expected to fall along party lines, with the three Republican members voting in favor. The advocacy group Free Press, which supports net neutrality, said Pai's plan could change how consumers experience the internet.

The Federal Communications Commission is expected to reveal plans for dismantling Obama-era net neutrality rules on Tuesday, according to a report. His proposal will be released on November 22, and the FCC commissioners will vote on the order in December. Pai's FCC spiked the effort to go after AT&T, even before it began rolling out a plan to undo the net neutrality rules entirely.

Under current laws, internet service providers must treat all internet content equally. FCC chairman Pai said, "The FCC would simply require internet service providers to be transparent about their practices so that consumers can buy the service plan that's best for them". The principle was born as regulators, consumer advocates and internet companies voiced concern about what broadband companies could do with their power as the gateway to the internet - blocking or slowing down apps that rival their own services, for example.

"This is ridiculous and offensive to the millions of Americans who use the internet every day", said FCC Commissioner Jessica Rosenworcel, a Democrat.

"The administration is moving to destroy the openness and dynamism of the internet", Pelosi said in an email message.

Netflix also said that they didn't support the FCC. However, it seems that this wasn't enough to dissuade Pai, as multiple outlets are reporting that there will be more net neutrality news to come later on today, ahead of a vote scheduled for December.

FCC Chairman Ajit Pai circulates a draft of a rulemaking to consider retaining, modifying or eliminating the cap that, with the restoration of the UHF discount earlier this year, now enables TV station groups to reach as many as 78% of TV homes. A Democratic aide said Tuesday that "there might be room for [a] conversation" if Republicans were willing to enshrine the current rules into legislation, but that position is likely to be a nonstarter for GOP critics, who argued that the rules imposed unreasonable costs on businesses.
