The North's latest statement also comes days after North Korea test-fired a brand new intercontinental ballistic missile, which experts said shows a major advance in technology and threat. The United States has been trying to get other countries, especially China, to squeeze North Korea's economy to make Kim back down from developing his country's nuclear weapons program.

At the tire factory, Kim complimented workers for manufacturing the large-size tires for the nine-axle missile truck without relying on imported equipment and called for efforts to raise production to "satisfy the daily-increasing needs in developing the country's economy and beefing up national defense capabilities", the North's official Korean Central News Agency said Saturday.

That sparked a strong rebuke Friday from Russia's Foreign Minister Sergey Lavrov. "This would be the most destabilizing development I think in the post-World War II period".

US policy, he said, is "to deny North Korea the capability to hit America with a nuclear-tipped missile".

Russian Federation and China have proposed a roadmap for defusing the crisis in the region. It has been set up under the South Korean army's Special Warfare Command.

The Hwasong-15 is believed to have reached the highest altitude ever recorded by a North Korean missile.

He said that the United States had been "jolted" at the strengthening of North Korea's nuclear force and could attempt to commit "robber-like" provocative acts.

A landmark 2014 United Nations report on North Korean human rights concluded that North Korean security chiefs - and possibly Kim himself - should face justice for overseeing a state-controlled system of Nazi-style atrocities.

The ICBM Hwasong-15 type weaponry system used in Wednesday's test is an intercontinental ballistic rocket tipped with super-large heavy warhead capable of striking the whole mainland of the U.S., the North said.
