Trump border plan could prompt gov't shutdown, Democrat Durbin warns

Trump has pressured Democrats in Congress to approve the funding in exchange for allowing undocumented immigrants who were brought to the United States as children, and who had been protected by the Obama-era program known as DACA, to remain.

About 94 percent of DACA recipients were born in Mexico or Central and South America, and Hispanics tend to vote for Democrats.

Sen. Dick Durbin, D-Ill., the Senate Democratic whip, smiles as he heads for a weekly policy luncheon on Capitol Hill in Washington, Tuesday, Dec. 12, 2017. Attorney General Jeff Sessions in early September announced that Trump was ending DACA and giving a gridlocked Congress until March 2018 to decide what happens to the 800,000-plus young people affected.

Pro-immigration activists have pushed Democrats to use the threat of a government shutdown at the January 19 funding deadline in order to pass a "clean" DACA bill, with no concessions to Trump's demands.

According to Congressman Henry Cuellar, the Trump Administration has started talks about putting up 130 miles of wall or fencing along the border in the Webb County area. Fifty-Four Democrats in 2013 supported a provision to double the length of a new border "fence" between the USA and Mexico from 350 miles to 700 miles in order to avoid a filibuster on a comprehensive immigration bill. Durbin is now working with four other Senators, three of whom are Republican, on a deal that will protect DACA while also beefing up border security, but it appears Trump's demands could stall talks. At the time, he estimated the construction would cost $10 billion and cover the entire 2,000-mile border.

The requests complicate already strained negotiations between Republicans and Democrats.

On October 8, the White House released a list of immigration "principles" Trump wanted in return for giving Dreamers legislative protection from deportation.

Cornyn, in an interview on Fox News on Friday, said Trump would demand that an immigration deal address the visa lottery system and chain migration that unites family members.
